WHAT IS SENATE BILL 1 (SEA 1)
Senate Enrolled Act 1 (SEA 1), passed by the Indiana General Assembly in 2025, was designed to provide property tax relief for Indiana taxpayers. While the legislation reduces property tax burdens for homeowners and businesses, it also reduces the local property tax revenue that public schools rely on to support their Operations Fund.
A school district's Operations Fund pays for many essential day-to-day expenses that directly support students and schools, including transportation, building maintenance, utilities, safety and security, technology infrastructure, insurance, and other operational needs. Because SEA 1 lowers assessed property values and limits future revenue growth, public school districts across Indiana are expected to receive significantly less Operations Fund revenue in the years ahead. As a result, schools are evaluating long-term financial plans, facility needs, and operational efficiencies to ensure they can continue providing high-quality educational opportunities for future generations.
